REGULAR TOWN COUNCIL MEETING
CALL TO ORDER - Mayor Marasco called the Meeting to order at 7:35 p.m.
Council attending: Mayor Mike Marasco, Vice-Mayor Butch Arnold, Secretary Georgette Williams, Councilman Bill Spruill, Councilman Terry Witt
Council absent: None

ADOPTION OF AGENDA
- Mr. Witt moved to adopt the agenda. Ms. Williams seconded the motion. All in favor; none opposed.
ADOPTION OF PREVIOUS MEETING MINUTES
- Ms. Williams stated that a correction needed to be made to the March 22nd workshop minutes. The name “Mr. Ed Wynn” needs to be corrected to “Mr. Edwin Tennefoss.” Ms. Williams moved to accept all of the March minutes with the one noted correction as published. Mr. Spruill seconded the motion. All in favor; none opposed.
TREASURER’S REPORT
- The Treasurer’s Report, Budget Update and Check Ledger were reviewed. Ms. Williams stated that the MM Savings balance should be changed to $4,119.66 to reflect the payroll that processed today. Mr. Witt moved to accept the Treasurer’s Report as published subject to audit. Mr. Arnold seconded the motion. All in favor; none opposed.
- The FY2011 Budget was discussed. Council has decided to increase the trash fee by $5.00 and the base tax by $10.00 for a total increase of $15.00 per property. Salaries of all employees will be cut. This is all happening in order to balance the budget. Chief Manuszak had three questions from his department. First he asked when the salary cuts would start. It was stated that the start date would be July 1st as this is the start of the next fiscal year. His second question was whether Holiday Pay for the Police Department would change. There will be no change in Holiday Pay. Lastly he brought up outside employment for police officers. In the current handbook this is not allowed. Council felt this would need to be discussed in a workshop which will be scheduled later this month. Ms. Williams moved to accept the FY2011 Budget. Mr. Arnold seconded the motion. All in favor; none opposed.
- The 2011 tax rate was discussed. Council has determined to keep the tax rate the same at $1.10 per $100 assessed value. The trash rate will increase $5.00 and the base tax will increase $10.00 for a total tax increase of $15.00 per property. Ms. Williams moved to approve the tax rate. Mr. Witt seconded the motion. All in favor; none opposed.
- Mayor Marasco read a letter from out attorney, Terry Jaywork, in reference to our legal fees. Mr. Jaywork stated he understood the town’s budget issues and explained his fees and the discounts he awarded the town.
POLICE REPORT – CHIEF CHUCK MANUSZAK
- Chief Manuszak gave the police report.
- The Chief explained about a new program being started up called “A Child Is Missing” which will work in conjunction with the Amber Alert and the Nixle Program that the Town is instigating. It was recently used when a 14 year old autistic boy walked away from his facility. He was found unharmed 20 minutes later approximately 6 miles from where he walked away. This program is not limited to children; it can also be put to use with the elderly or anyone with any sort of dementia or disabililty.
- The Town currently has 6 sex offenders; one was arrested on 3/29 for not updating his work location. Five of these live in town; one works at Fruitbud Juice. The Chief has the addresses of those offenders living in Town if anyone is interested.
- On April 19th there will be a workshop to discuss Police Rules & Regulations and Police Policies and Procedures.
- The Chief mentioned that Mr. Jaywork had sent the Town a copy of an article he had come across in regards to cell phone use while driving. The Chief has found policies from 2 other agencies. Council will discuss this also at the workshop on April 19th
FIRE COMPANY REPORT
- Nobody was available to give a report.
ANNEXATION REPORT
- There is currently no annexation activity.
PLANNING & ZONING
- Mayor Marasco stated that Planning & Zoning is still going over the Comp Plan.
- The next meeting will involve discussing two Conditional Use applications, one for an office in a home on Camden Wyoming Avenue and one for a child care center at the Wyoming United Methodist Church on Broad Street.
- There will also be a Variance Application discussed for a property on Franklin Street that wants to put a deck on the front of the house to replace the current steps.
BUILDING INSPECTOR REPORT
- A list of open permits was provided.
- Mr. Snyder has asked for council to give authority to do something with the open permits that have expired without final inspections. This will be discussed further at a later date.
CODE VIOLATION REPORT
C/W SEWER & WATER REPORT
- Mr. Mike Quinn reported that it has been a slow month. Wynsome Knoll is moving forward. Some sump pumps in town are emptying into the sewer system. This needs to stop. Residences that are doing this must reroute away from the sewer system.
PARK/STREET REPORT
- Mr. Spruill stated that the park opened on Saturday, April 3rd with a wedding where there were approximately 200 in attendance. Sunday, April 4th was the Easter Sunrise Service at the park also so we had a busy weekend there. Our mayor attended the Sunrise Service and said it was very nice.
- There is a low spot on S. Layton Avenue that has been a real problem with the melting snow and all the rain. It has washed out a portion of the road that Lew has patched only to have it wash out again. Mayor Marasco has spoken to Soheil at the CWSWA, and he told him about some funding that may be available through Kent Conservation that could be used to fix the S. Layton Avenue issue. This will be discussed further at a workshop.
COMMITTEE REPORTS
- Charter/Ordinance – The final draft is complete and in the hands of Council. Several members of council feel a workshop is needed to talk about the recommended changes. In order to get this through legislature this session, action must be taken quickly. If not approved soon, it won’t get approved. It was recommended to have this be the subject of the April 19th workshop, making it a special meeting instead, and move the police issues workshop to the 26th. The synopsis of the draft will be put on the website and a complete copy of the document will be available in Town Hall.
- Peach Festival Committee – Ms. Stokes and Ms. Bilow stated that 200 registration forms have been mailed out and they have already received 5 back.
UNFINISHED BUSINESS
- Sidewalk Project – Mayor Marasco attended the pre-construction meeting for the Railroad Avenue Sidewalk Project. It is planned to start on May 1st. The contractor doing the work is Grass Busters. They have been given 61 work days to complete the project with 10 weather days added in. The Layton Avenue Project is slated to start on May 30th.
NEW BUSINESS
- Mayor Marasco asked to read something. In a letter attached to these minutes, the mayor stated that he was stepping down as mayor on this date, Monday, April 5th, 2010. Ms. Williams moved to accept the mayor’s resignation. Mr. Arnold seconded the motion. Ms. Williams, Mr. Arnold and Mr. Spruill in favor; Mr. Witt not voting.
