REGULAR TOWN COUNCIL MEETING
CALL TO ORDER - Mayor Marasco called the Meeting to order at 7:30 p.m.

Council attending: Mayor Mike Marasco, Vice-Mayor Butch Arnold, Secretary Georgette Williams, Councilman Bill Spruill, Councilman Terry Witt
Council absent: None
Staff attending: Town Clerk Pamela Haddick, Police Chief Chuck Manuszak
Audience attending: Richard & Joyce Stockslager, Fred Jester, Mike Quinn, Lisa Fulcher, Carol & Gene McFann.
ADOPTION OF AGENDA
- Ms. Williams moved to accept the agenda. Mr. Witt seconded the motion. All in favor; none opposed.
ADOPTION OF PREVIOUS MEETING MINUTES
- Mayor Marasco stated that he wished to separate the minutes of the November 9th Council Meeting and the November 16th Council Workshop from the November 9th Executive Session minutes as prepared by the attorney and the November 16th Special Meeting and Executive Session. Mr. Witt moved to accept the November 9th and November 16th minutes. Ms. Williams seconded the motion. All in favor; none opposed. Mr. Spruill moved to accept the November 9th Executive Session Minutes as prepared by the attorney and the November 24th Special Meeting and Executive Session Minutes. Ms. Williams seconded the motion. All in favor; none opposed.
TREASURER’S REPORT
- The Treasurer’s Report, Budget Update and Check Ledger were reviewed. Mr. Witt moved to accept the Treasurer’s Report. Mr. Spruill seconded the motion. Mr. Arnold, Mr. Witt, & Mr. Spruill in favor; Ms. Williams not voting.
- Mayor Marasco brought up 38 S. Caesar Rodney Avenue. The owner of the property is over two years behind on property taxes but is making regular payments. He is asking to set up a payment plan for the remainder of what is due. Ms. Armour felt that Council should make this decision. She does not feel comfortable making it herself. Ms. Williams moved to accept 38 S. Caesar Rodney Avenue for a budget plan. Mr. Spruill seconded the motion. All in favor; none opposed.
POLICE REPORT – CHIEF CHUCK MANUSZAK
- Chief Manuszak gave the police report. In addition to the information on the report, the Chief stated that the department has located and is watching 7 sex offenders in the area, they have made 2 drug arrests, and foot patrols are increasing trying to encourage more community involvement.
FIRE COMPANY REPORT
- Mr. Fred Jester was present to give the fire company report. Mr. Jester stated that he knew Mr. Neese had alerted the Town to the financial issues of the Fire Company. The Fire Company is becoming more aggressive with fund raisers. They will be planning some new ones. They have been pleased with the initial response they have received from their fall fund drive. Hopefully this will continue.
- Mayor Marasco gave Mr. Jester the Town’s donation (a check for $1,000.00). He gratefully accepted it.
ANNEXATION REPORT
- There is currently no annexation activity.
PLANNING & ZONING
- Mr. Don Pommell was not in attendance to give the report. Mayor Marasco stated that they are continuing to work on the Comprehensive Plan. The next meeting is tomorrow night at 7:30 at the Annex. All are welcome to attend.
BUILDING INSPECTOR REPORT
- A list of open permits was provided.
CODE VIOLATION REPORT
- The Code Violation Report was provided.
C/W SEWER & WATER REPORT
- Mr. Mike Quinn was present to give the sewer & water report. He stated that the last meeting was held at the maintenance building on Brenda Lane. A dinner was held for the employees, especially honoring Mr. Harold Scott on thirty years with the Authority.
- Some site work is starting on Wynsome Knoll with Ballard Construction as the contractor.
PARK/STREET REPORT – BILL SPRUILL
- Mr. Spruill reported that the bathrooms have been shut down for the winter and the port-a-potty has been delivered.
- Mr. Gene McFann has installed the light for the flag and it is working very well.
- During the heavy rains we have had, there has been a lot of water lying and not draining as it should. Lew and Mr. Spruill have been shoveling away debris from the drains and the water is flowing better.
- The street sweeper has had some hydraulics issues but they are being repaired and should be back in working order soon.
- At Johnson Square Lew and Mr. Spruill have been cutting down brush and trees and will be getting some fill dirt & stone to make it look better as people come into Town on New Burton Road.
- Ms. Williams stated that the new flag pole looks really nice. There is nothing prettier than seeing the American flag flying. Chief Manuszak agreed.
COMMITTEE REPORTS
- No one was available to give a report on the Charter/Ordinance Committee so Mayor Marasco reported that the rough draft of the Charter was ready. He will be getting copies to this week. The committee will not be meeting in December. The next meeting will be held January 18, 2010.
UNFINISHED BUSINESS
NEW BUSINESS
- Mayor Marasco stated that Council needs to appoint members for the Sewer & Water Authority for the upcoming year. Mr. McFann has agreed to take the three year term, Mr. Quinn will take the two year term, and Mr. Stillson will take the 1 year term. Ms. Williams moved to accept Mr. McFann, Mr. Quinn & Mr. Stillson for the 3 year, 2 year & 1 year terms respectively. Mr. Witt seconded the motion. All in favor; none opposed. Mayor Marasco stated that Mr. Stillson will be retiring this month and by Spring will be doing traveling that will make it impossible to remain on the Sewer & Water Authority for the entire year; however, he is willing to stay on until the Town is able to find a replacement. We are hoping to find a replacement at least by April.
- Chief Manuszak stated that he, Mayor Marasco & Councilman Witt met with Mr. Messick of 225 N. Layton Avenue in reference to the Town’s truck route not being used. It was explained to Mr. Messick what the police force is doing to try to enforce this as much as possible without upsetting local businesses.
- Mayor Marasco announced that the Town will be adopting a family for the holidays this year. We have a family with a single mom and 4 children ranging in age from 11 to 16. The Town will be asking for donations from residents to help with this project. It will be explained in detail in the newsletter.

GOOD OF THE TOWN
- Mr. Jester stated that the Fire Company has two drop boxes. One is for the Miss Delaware Pajama Fundraiser and one is for Toys for Tots. Both are good to support.
Ms.Williams moved to adjourn. Mr. Witt seconded the motion. All in favor; none opposed.
