TOWN COUNCIL WORKSHOP

CALL TO ORDER – The meeting was called to order at 7:04 P.M. by Mayor Marasco

PLEDGE OF ALLEGIANCE – was led by Vice Mayor Arnold

A moment of silence was observed for our military

Roll call indicated Mayor Marasco, Vice Mayor Arnold, Councilman Witt and Secretary Williams present.

Audience attending:  Paula King, Jim Brown, Frank King, Jaci Stokes, Laurie Coventry, John Coventry, Elaine Bilow, Dale Rife, Mr. & Mrs. Gene McFann

Councilman Spruill arrived at 7:10 P.M.

Mayor Marasco gave a listing of things he wanted to add to the agenda, under miscellaneous, for discussion:  engineer firm, snow, budget, Wynsome Knoll, Water & Sewer appointment, server, volunteers & The Greens

A motion was made by Councilman Witt, seconded by Vice Mayor Arnold to adopt the agenda

The engineering firm of Davis Bowen & Friedel will be at next workshop for presentation.

The Mayor & Council commended Mr. Lew Denham for the job he did clearing the roads.  The Mayor also thanked all of the citizens who helped in any way.  A suggestion was made that a volunteer relief driver be added to the insurance.  Suggestions for a snow emergency route will be assigned to the Ordinance Committee.  Ms. Williams voiced her objection to letters being sent to residents regarding snow removal on their sidewalks.  No Council member was aware these letters were being sent.  Some of the residents are elderly or handicapped.  The Mayor asked Ms. Williams if she would head a committee to help these residents in the event of another major storm.  Ms. Williams agreed.

The Mayor reported that he had conversation with Nicole Armour, finance clerk, to discuss the route we should take to get us through the year financially.  Cashing in the CD is first option with drawing on the line of credit as a last resort.

The problem between Water & Sewer Authority and Wynsome Knoll has been resolved and the project should be moving forward come spring.

The new server has been installed in Town Hall.

The Board of Adjustment will meet` on March 2, 2010 to resolve an issue in The Greens.

Volunteers will be needed to take the place of Mr. Lester Stillson on the Sewer & Water Committee and Mr. Steve McCullough on the Board of Adjustment.  Both gentlemen have informed the Mayor of their resignation.

The Mayor would like to see an Annexation Committee formed in the spring.

The Charter Review Committee will be meeting Monday, March 1, 2010.  Our attorney’s presence has been requested.  Ms. Williams objected to the attorney being there since the Council has not met to review the proposed changes submitted by the committee.
