Town Council 6/7/10

CALL TO ORDER –Acting Mayor Arnold called the Meeting to order at 7:35 p.m.

Council attending:  Acting Mayor Butch Arnold, Secretary Georganne Wagner, Treasurer Georgette Williams, Councilman Bill Spruill, Councilman Terry Witt

Council absent:  None

Staff attending:  Town Clerk Pamela Haddick, Police Chief Chuck Manuszak

Audience attending: Richard & Joyce Stockslager, Laurie Coventry, Mike Marasco, Elaine Bilow,  Dale Rife,  Jack Fairfull, L. Gene & Carol McFann, Les Stillson, Lauwan Parham, Glenn Neese

ADOPTION OF AGENDA

  • Ms. Williams made a motion to adopt the agenda.  Mr. Witt seconded the motion.  All in favor; none opposed.

ADOPTION OF PREVIOUS MEETING MINUTES

  • Ms. Williams made a motion to accept all of the May minutes as published.  Ms. Wagner seconded the motion.  All in favor; none opposed. 

TREASURER’S REPORT

    • The Treasurer’s Report, Budget Update and Check Ledger for April and May were reviewed.  Mr. Witt made a motion to accept the Treasurer’s Reports for April & May as published subject to audit.  Mr. Spruill seconded the motion. All in favor; none opposed.

           
FIRE COMPANY REPORT

    • Mr. Glenn Neese reported of a car accident where the driver was not using a seat belt and hit a pole.  The driver was ejected from the car.  Using seat belts is extremely important.  Mr. Neese also spoke about a fire in Dover that the CW Fire Company was called in to assist with.  He once again spoke of the financial burden that the fire company is under and how important donating to your fire company is.

BUILDING INSPECTOR REPORT

  • A list of open permits was provided.

CODE VIOLATION REPORT

    • Currently no activity.

POLICE REPORT – CHIEF CHUCK MANUSZAK

  • Chief Manuszak gave the police reports for both April and May.  He also announced that the winner of the Mike Brown Scholarship is Briana Day, a senior at CRHS who has played softball for 8 years, just moved to this area 1 year ago from Germany & made the first string varsity team this past season.  She will be attending Norwich University in Vermont and majoring in physical therapy through their sports medicine program..

ANNEXATION REPORT

    • There is currently no annexation activity.

PLANNING & ZONING

    • There was nobody from the Planning & Zoning Committee present.

C/W SEWER & WATER REPORT

  • Mr. Les Stillson reported that they are currently working on delinquent accounts.
  • The Wynsome Knoll project is moving forward.
  • They are planning to install a new 10” line on New Burton Road
  • The annual water quality report should be out around July 1st.  Acting Mayor Arnold asked if a comparison of this year vs. last year is available.  Mr. Stillson said he would get that for us.

PARK/STREET REPORT

    • Mr. Spruill stated that the Park is being heavily used.  The Pepsi machine has now been installed with no problems so far.
    • Lew has been able to get dirt to spread out at Johnson Square so it will be easier to mow.
    • The new sidewalks on Railroad Avenue are looking good and he commends the contractor who is doing the work for good traffic direction.

COMMITTEE REPORTS

  • Peach Festival Committee –Ms. Bilow stated that they have received 69 applicants so far but are expecting more soon.  Many vendors wait until the last moment.  Everything else is going smoothly.
  • Charter/Ordinance Committee – The Charter is going before the House on Wednesday.

 
UNFINISHED BUSINESS

  • Raising the charge for Lew to mow the railroad was discussed.  Ms. Williams made a motion to raise the mowing rate to $250.00 per cut with an additional $50.00 per month administrative fee.  Mr. Witt seconded the motion.  All in favor; none opposed.

 

NEW BUSINESS

  • Chief Manuszak brought up his cell phone usage policy.  No Town employees are allowed to use a cell phone while driving a Town vehicle or even a personal vehicle while on Town time except in an emergency.  Mr. Spruill made a motion to adopt the cell phone policy as written.  Mr. Witt seconded the motion.  All in favor; none opposed.
  • Chief Manuszak presented the Police Rules & Regulations and the Police Policies and Procedures.  These documents were taken from documents sent to him by Camden Police Department.  He also presented an email from Camden PD confirming that they had sent these manuals to him.  He explained that he changed all references of “Camden” to “Wyoming” and removed any items referring to issues the Town of Wyoming doesn’t have even though Camden does.  He also explained how the new documents are different from the old one in that they are more specific how to handle certain situations.  Ms. Williams made a motion to accept the new Rules & Regulations and the new Policies and Procedures with the stipulation that if Camden makes any changes to theirs, we will determine if these changes pertain to Wyoming and update ours also if it pertains.  Ms. Wagner seconded the motion.  All in favor; none opposed.
  • The Tree Planting and Management Grant was discussed.  Mr. Spruill stated that he wasn’t aware of anything of this nature being needed currently so the Town will not be moving forward with this grant application.
  • The Mike Brown Scholarship was discussed.  It has always been $250.00; however, the Town is regularly getting donations from the Buffalo Stampede annually for $250.00 so the principal in the account is never touched.  It might be worth considering raising the scholarship amount in hopes of attracting more students to apply.  There has been only one applicant for each of the past two years.  Ms. Williams recommended raising it to $350.00.  Other council members thought $500.00.  Ms. Williams made a motion to increase the Mike Brown Scholarship from $250.00 annually to $500.00 annually. Mr. Spruill seconded the motion.  All in favor; none opposed.
  • Council looked at the Municipal Wellness and Leadership Grant application.  It was decided that this might be worth investigating and asked that the Finance Clerk look into applying for it.  Ms. Haddick said she would give it to her.

CORRESPONDENCE

  • All correspondence is on file at Town Hall if anyone is interested in seeing it.

PUBLIC COMMENTS

  • Gene McFann questioned about Stephen Miller’s agreement with the Town and asked to have a copy of it.  He was told to come into Town Hall.  He asked questions of council on the mowing, cell phone usage & scholarship.
  • Mike Marasco asked how many residents attended Town Pride Day and questioned whether it was worth what we pay to continue having it.  He also asked if we had heard anything from the Wyoming Concrete property.  He heard that an asphalt company was looking at it, and commented that asphalt companies are not allowed within the Town per the Land Use & Development Code.  He also asked the Chief if all the police certifications were up to date.  Chief Manuszak stated that they are.
  • Carol McFann asked what happened to the 10’ long 4” wide pole that was on the corner of their property at Railroad Avenue & Grant Street.  The sidewalk contractor removed it and did not replace it.  Pam will look into it and get back to the McFanns.
  • Mr. Stillson stated that the tree he had complained about on his neighbor’s property has been removed and he wanted to thank Town Hall for their assistance in contacting the neighbor on this issue.  He is very pleased with the outcome.

Ms. Williams moved to adjourn the meeting.  Mr. Witt seconded the motion.  All in favor; none opposed.

The meeting was adjourned at 9:09 p.m.
