Discussion of Town Issues
The following fees that Wyoming currently charges and pays were discussed and compared to the Towns of Harrington and Felton:
Landlord License, Business License, Outside Contractors License, Building Permits, Demolition Permit, Certificate of Occupancy, Conditional Use Application, ReZoning Application, Variance Application, Code Violation Fines, Grass Mowing, Mowing Administration Fee
Ms. Williams presented her fact finding regarding these fees:
1. Felton currently charges grass mowing fees like the Town of Wyoming does now.
2. Harrington contracts to cut their grass every two weeks for $150.00. Ms. Williams stated that the same contractor will be getting in touch with the Town Office regarding mowing for the Town of Wyoming. M&R Contracting has submitted a work order to the Town for mowing--$250.00 weekly for the 3 acre railroad area. Proof of insurance needs to be checked before the Council makes a decision on a contractor.
3. After much discussion on Town fees and charges, Ms. Williams agreed to do an Excel Spreadsheet comparing the Towns of Townsend, Harrington, Felton, and Wyoming. This spreadsheet will enable Council to peruse a hard copy of fees and charges so that we can make good decisions whether to change the dollar amounts to any of the current Town of Wyoming Licenses, Permits, Application Fees, Certificate of Occupancy, Fines, and Mowing.
4. Mr. Witt stated that he had contacted Mr. Weeks about fixing the front door to the Annex.
5. Town of Wyoming Safety Deposit Box (3x5) at the First National Bank of Wyoming: Is it necessary to have it ? Does anyone know its contents? Do we need to keep it? This will be researched and should we need to review the contents more than one council member should be present.
6. Mr. Spruill said the Simpson School Project is still a go and that the school will be formerly closed July 1, 2010.
7. Municipality monies were discussed. Ms. Williams stated that she will be at Legislative Hall to check on the status of this funding for our Town.
8. Extra keys in Town Hall need to be sorted and tagged appropriately.
9. The Stephen Miller Settlement Agreement (section f) that denotes that Mr. Miller is to purchase a Town of Wyoming business license annually in order for him to continue Miller’s non-conforming light industrial use of the Property was discussed by Council and should be looked into. Plus there was some mention as to whether the excavation vehicles and related equipment his property were still operable. Ms. Williams will contact Mr. Miller and try to facilitate a meaningful and productive conversation as to these matters.
10. Chief Manuzak discussed some cell phone issues regarding towing and also answered some questions relating to Dismissing cases in Court.
Town Workshops have been cancelled for July and August 2010, but will resume in September, unless we have unexpected business or dire circumstances that could change this.
