ADOPTION OF AGENDA
- Ms. Williams requested to add a Report on Legal Fees and an Executive Session to discuss Personnel to the Agenda. Ms. Williams moved to adopt the agenda with additions. Mr. Witt seconded the motion. All in favor; none opposed.
ADOPTION OF PREVIOUS MEETING MINUTES
- Ms. Williams moved to accept the February 1st regular meeting minutes and the February 22nd workshop minutes as published. Mr. Spruill seconded the motion. All in favor; none opposed.
TREASURER’S REPORT
- The Treasurer’s Report, Budget Update and Check Ledger were reviewed. Mr. Arnold moved to accept the Treasurer’s Report as published subject to audit. Mr. Witt seconded the motion. Mr. Witt, Mr. Spruill & Mr. Arnold voted in favor; Ms. Williams not voting.
- Ms. Williams gave the legal fee report. Past history for legal work is as follows:

The following is what she found:
The most frequent communications in FY 09 were: the open council seat, the new election laws, the sidewalk project, the boundary dispute with Camden, The Greens at Wyoming, Charter Amendments and a personnel matter regarding a police officer.
The major portion of the $26,830 was for review and revision of the Planning and Zoning Ordinance to the amount of $13,800, which, if you deduct that amount from the $26,830, brings the average legal fee total in range with previous years.
- Mayor Marasco stated that he wants to focus on the budget the remainder of March. He wants to plan Budget Workshops for each Monday this month with the only exception being Monday, the 15th. At that workshop another engineer will be giving a presentation to Council. Budget Workshops will be from 7:00 to 9:00 p.m.
POLICE REPORT – CHIEF CHUCK MANUSZAK
- Chief Manuszak gave the police report.
- The Chief stated that the department is planning a fishing tournament for children as part of their community awareness program. The art projects displayed in the Annex have gone over well. The snow prevented parents from coming out the first Friday that the Annex was open but we had several families show up to view the art work the second evening Officer Creech had the Annex open.
- Some of the police issues going on in town are break-ins at Hall’s and the Wyoming United Methodist Church, snow storm road issues, the Pioneer Concrete burglary involving the arrests of three juveniles. The Pioneer burglary resulted in $66,000 in damages, approximately $20,000 worth of restitution from each juvenile. Thanks to community members for helping the police department find the juveniles. There was a criminal mischief on W. Third Street. The department knows who the culprits are but have been unable to make an arrest yet.
- Mr. Witt asked the Chief if the department could start a business check log that would let the town businesses know what times the police are checking their doors. If a break-in or vandalism should occur, it could help to zero in on the time the incidents could have occurred. The Chief said that could be done.
FIRE COMPANY REPORT
- Nobody was available to give a report.
ANNEXATION REPORT
- There is currently no annexation activity.
PLANNING & ZONING
- Don Pommell stated that the Comprehensive Plan is still in the works.
- The renovation of the W. B. Simpson Elementary School will be starting up soon. The main purpose of the renovation is to improve school security. There will be a new entrance to the school. It will be directly across from Caesar Rodney Avenue making it a 4 way stop there. He was questioned whether this would include putting a light at that corner. His comment was that that would be a Del Dot issue and they would make that determination. Ms. Williams asked if the contractor would be required to purchase a building permit from the Town. Ms. Haddick stated that she would check with Charlotte from Camden to see if they did that when the Caesar Rodney High School was renovated.
BUILDING INSPECTOR REPORT
- A list of open permits was provided.
CODE VIOLATION REPORT
C/W SEWER & WATER REPORT
- Mr. Lester Stillson gave the report. Stated that at the meeting in February it was announced that the Wynsome Knoll development is moving forward. Two resolutions were passed, one about procedures & policies and the other stated that Mr. Scott is responsible for staff and equipment. Their delinquent policy has changed from 90 days to 45 days. S & W staff is willing to put on a workshop at Barclay Farms. Sewer & Water will also be involved in the school renovation.
PARK/STREET REPORT
- Mr. Spruill stated that the main concern recently has been trying to keep the streets open during the snow storms. He commended Lew as well as several residents such as Mr. Arnold and the Stockslagers for helping out.
COMMITTEE REPORTS
- Charter/Ordinance – At this afternoon’s meeting all of the committee, all of council and the Town’s attorney were present. Our attorney charged no fees today and has agreed to do any future reviews gratis also.
- Peach Festival Committee – Ms. Stokes and Ms. Bilow stated that they have had their first meeting. This will be the 21st year for the Peach Festival. Delaware Today’s March issue has an article on the Peach Festival. Applications should be going out the end of March.
UNFINISHED BUSINESS
- At the Town Election on February 27th, there were 121 voters and 15 absentee votes with incumbents Terry Witt and Georgette Williams receiving the largest number of votes. It was good to see so many residents interested in running.
NEW BUSINESS
- The annual Mosquito Control contract through DNREC was discussed. Mr. Spruill moved to accept the contract with Mosquito Control. Ms. Williams seconded the motion. All in favor; none opposed.
CORRESPONDENCE
- All correspondence is on file at Town Hall if anyone is interested in seeing it.
- The Town is in receipt of the annual request to sponsor a team for CWLL. Ms. Williams moved to sponsor a Little Lass Team. Mr. Arnold seconded the motion. All in favor; none opposed.
