SPECIAL TOWN COUNCIL MEETING
CALL TO ORDER – Acting Mayor Arnold called the Meeting to order at 7:05 p.m.

Council attending: Acting Mayor Butch Arnold, Secretary Georganne Wagner, Treasurer Georgette Williams, Councilman Bill Spruill, Councilman Terry Witt

Ms. Williams made a motion to accept the agenda as written, except to move section 6 d to the beginning of the meeting to let Mr. Edwards leave as soon as he is finished. Mr. Spruill seconded the motion. All in favor; none opposed.
Mr. Edwards passed out the Charters. There were a few areas that Mr. Jaywork felt needed to be changed slightly. Mr. Edwards went over all of these areas and explained why the changes were needed and/or what they meant. In section 4.13 Ties Mr. Edwards stated that what was currently written in the New Charter is “In the event of a tie vote for any office, the Election Board shall determine such tie by a majority vote of the entire Election Board.” After discussion Council chose to change it to “In the event of a tie vote for any office, the Election Board shall determine such tie by the toss of a coin.”
Ms. Wagner made a motion to accept the Charter with the changes Mr. Edwards suggested. Ms. Williams seconded the motion. All in favor; none opposed.
Chief Manuszak recommended that there should be no cell phone usage by employees while driving Town vehicles except in emergency situations. He will draw up a proposal for the Council to approve at the June meeting.
The Chief explained the conflict of interest with a police officer working part-time for another police department. Discussion ensued between the Chief and Council. Council agreed this was a problem and should not be allowed.
Chief Manuszak brought up the Police Rules & Regulations and the Police Policies and Procedures. The Rules & Regulations can be seen and discussed; however, due to Homeland Security the Policies and Procedures cannot. Each officer has a copy of each and has signed a form that states they have received them, read and understand them. They each have a copy of the form and a copy is in each personnel file. Council would like time to look over these packets and will place their adoption on the June agenda.
Ms. Williams asked the Chief how the police department is doing. He stated that all is well except for one officer. He went into some detail as to the issues with this officer. Discussion ensued.
The Chief and Council agreed that if any officer goes to a council member with a complaint, the first question to be asked is: “Have you spoken to your immediate supervisor?”
Ms. Williams motioned to adjourn. Mr. Witt seconded the motion. All in favor; none opposed.
The meeting adjourned at 9:17 p.m.
