REGULAR TOWN COUNCIL MEETING

CALL TO ORDER - Mayor Marasco called the Meeting to order at 7:35 p.m.

PLEDGE OF ALLEGIANCE – led by Vice-Mayor Arnold

INVOCATION – led by Councilman Spruill

Council attending:  Mayor Mike Marasco, Vice-Mayor Butch Arnold, Councilman Bill Spruill, Councilman Terry Witt

Council absent:  Secretary Georgette Williams (prior governmental commitment)

Staff attending:  Town Clerk Pamela Haddick, Police Chief Chuck Manuszak

Audience attending:  Joyce Stockslager, Paula King, Elaine Bilow, Carol & Gene McFann, Dan Creech, Young Marine Commander George Little, YM Pfc Brenda Lomax, YM Pvt Danielle Swilley, Roland & Tammy Lomax.

ADOPTION OF AGENDA

  • Mr. Spruill moved to accept the agenda as posted.  Mr. Witt seconded the motion.  All in favor; none opposed.

ADOPTION OF PREVIOUS MEETING MINUTES

  • Mr. Arnold moved to accept all the previous month’s minutes (Sept. 14th council meeting, Sept. 14th special council meeting,  and Sept. 21st council  workshop).  Mr. Spruill seconded the motion.  All in favor; none opposed.

TREASURER’S REPORT

    • Mr. Witt moved to accept the Treasurer’s Report.  Mr. Arnold seconded the motion.  All in favor; none opposed.

POLICE REPORT – CHIEF CHUCK MANUSZAK

  • Chief Manuszak gave the police report.  The police department has received a $6,500.00 technology grant.  They are also expecting 2 others, 1 drug grant and 1 general equipment grant, each about $3,500.00.

FIRE COMPANY REPORT

    • No one was available to give a report

ANNEXATION REPORT

    • There is currently no annexation activity.

PLANNING & ZONING

    • Mr. Don Pommell was not in attendance to give the report.  Mayor Marasco stated that in addition to the regularly scheduled meeting on the 13th of October there is a special workshop scheduled on October 22nd at 7:30 p.m. at the Annex.  This will be an informational public workshop for the purpose of a question and answer session with the people responsible for formulating our new comp plan.  Land owners of large properties adjacent to the town will be invited to attend.
    • Mr. Dave Sweeney will be attending an Asset Management Seminar at the U of D on November 5th.

BUILDING INSPECTOR REPORT

  • A list of open permits was provided.

CODE VIOLATION REPORT

    • The Code Violation Report was provided.
    • Mayor Marasco stated that Erika Schrader is no longer the Town’s attorney.  Terry Jaywork will now be handling our work himself.  He will be coming along with two other members of his firm to the October 19th workshop to meet with council.

C/W SEWER & WATER REPORT

  • No one was available to give a report.  Mr. Arnold had heard that not much is going on with S & W at the present time.

PARK/STREET REPORT – BILL SPRUILL

    • Mr. Spruill reported that the park is looking great.  The new flag pole has been installed.  Mr. McFann has agreed to electrify it for light and Mr. Marasco will be putting in a flower bed around it.
    • He also stated that he rode through town recently and feels the town looks great.  It seems that most residents take pride in their property and have been keeping their yards neat and trimmed.
    • Parking on Grant Street is still a problem for big trucks.  Mayor Marasco talked about meeting with Mike McFann & Joe Falasco and the idea they came up with about painting the curbs farther from the corners as opposed to no parking at all.  Lew has completed one side but someone was parking on the other side the day he did that and he couldn’t paint it.  He will get to it eventually.

COMMITTEE REPORTS

  • Paula King reported on the Charter/Ordinance Committee.  The committee is working on the final draft of the charter.  Ms. King is getting the information typed up.
  • Ms. King has gone through the minutes back to January.  No motion was ever made to form the Charter/Ordinance Committee or to regulate how they were to proceed with their task.  Attached is a monthly breakdown of Council Minutes by Ms. King as they relate to the committee.
  • The next Charter/Ordinance Committee meeting is scheduled for October 19th.

UNFINISHED BUSINESS

  • Discussion ensued on how to proceed with the sale of the Intrepid.  Mr. Witt moved to change the current “for sale” signs to “for sale - $2,500.00 or best offer – turned in to Town Hall in writing and sealed by 4:30 p.m. on Monday, October 19th.”  Offers will be opened at a special meeting of Town Council at 6:45 p.m. that evening prior to the council workshop scheduled for 7:00 p.m.  Mr. Spruill seconded the motion.  All in favor; none opposed.

NEW BUSINESS

  • Mayor Marasco introduced two members of the Young Marines, Pfc Brenda Lomax and Pvt Danielle Swilley, and their commander, Commander George Little.  Danielle gave a short summary of what the Young Marines are and Brenda explained what Red Ribbon Week is.  Mayor Marasco read a Proclamation designating the week of October 23 – 31, 2009 as Red Ribbon Week.  Mr. Witt moved to accept the Proclamation.  Mr. Arnold seconded the motion.  All in favor; none opposed.  Mrs. Bilow asked if the American flags could be put up during that week on Camden-Wyoming Avenue.  All felt that would be a good idea.  Photos were taken of the mayor presenting the proclamation to both girls and their commander.
  • During the October workshop changing the November meeting to the 9th of November was discussed as Mayor Marasco will be out of town on the 2nd.  Mr. Witt moved to change the November 2nd council meeting to November 9th.  Mr. Spruill seconded the motion.  All in favor; none opposed.
  • Ms. Paula King has agreed to be the chairman of the Halloween Committee.  The event will be held at the train platform this year and we will not be doing the haunted trail.  The first committee meeting is scheduled for October 12th at 7:00 p.m.  Letters have been sent out to all Wyoming businesses and Camden businesses requesting donations.  We have already received some donation checks and several Wyoming businesses have donated food and drink items for the event.  Mrs. Bilow offered to give $100.00 from the Peach Festival to the Halloween Committee.
  • The W. B. Simpson Fundraiser was discussed.  Mr. Witt feels it would be wrong to donate money when we have to request donations from others to have our Halloween Event due to our budget being so tight.  Mayor Marasco feels it is something we should support because it is for children, many of which are our own.  Discussion ensued.  It was decided it would be best to put off the decision until the November meeting to see what we end up spending on Halloween.  Mr. Arnold moved to postpone discussion until the November meeting.  Mr. Witt seconded the motion.  All in favor; none opposed.

  • All correspondence is on file at Town Hall if anyone is interested in seeing it.

  • Mr. Spruill thanked the Peach Festival for the flag pole at the Wyoming Park.

Mr. Arnold moved to adjourn the meeting.  Mr. Witt seconded the motion.  All in favor; none opposed.

The meeting adjourned at 9:07 p.m.
